The U.S. Department of Veterans Affairs has selected a developer for a new 135,000-square-foot outpatient clinic in Sarasota County. The two-story facility at 2390 Lakewood Ranch Blvd., near Fruitville Commons, will employ about 200 people and serve veterans in Sarasota and Manatee counties, according to VA documents.

The project was first reported by the Business Observer on Oct. 28.

The VA awarded development rights to CMI Cullinan JV LLC, a joint venture between Illinois-based Cullinan Properties and North Carolina design-build firm Construction Managers. Bay Pines VA Healthcare System will operate the clinic.

The facility will offer primary care, mental health, audiology, dental, prosthetics, laboratory and pharmacy services. It will also house an eye clinic, telehealth capabilities, physical and occupational therapy, and ancillary and diagnostic services.

Construction is projected to start in summer 2027 and take two years. The first patients are expected in fall 2029, according to a statement cited by the Business Observer. The project's cost has not been disclosed.

Ginger Benz, president of government solutions and business strategy for Cullinan Properties, said in a statement that the clinic will bring "more specialty care, closer to home, in one location" for Sarasota's veteran community.

The project team also includes Nebraska architecture firm Leo A Daly, Alabama-based general contractor Hoar Construction and Massachusetts civil engineering firm Vanasse Hangen Brustlin Inc., according to a statement.

Cullinan Properties developed the 150,000-square-foot Temple Terrace VA Clinic in Hillsborough County. Sarasota and Manatee counties added a combined 114,439 residents between April 2020 and July 2025, reaching an estimated population of 948,158, according to U.S. Census Bureau estimates cited by SVN Commercial Advisory Group.

Construction Managers is a service-disabled veteran-owned small business. The Sarasota County project will be the firm's 19th VA clinic.
