The federal rent benchmark used to help set housing voucher payment standards in the Sarasota area jumped 11.7% for fiscal year 2027, even as comparable Gulf Coast metros saw their benchmarks fall.

The two-bedroom Fair Market Rent for the North Port-Bradenton-Sarasota metro rose from $1,958 to $2,188 per month, a $230 increase that was the steepest among six Florida metros examined in a report first reported by the Business Observer. The data came from Housing Stability IQ, which published its analysis Sept. 28.

Cape Coral-Fort Myers fell 6.4% to $1,835. Tampa-St. Petersburg-Clearwater dropped 3% to $1,917. Naples-Marco Island rose 2.5% to $2,036.

Higher benchmark can expand voucher options

The divergence matters for residents who rely on federal housing assistance. The U.S. Department of Housing and Urban Development uses Fair Market Rents, or FMRs, as the basis for local housing authorities' Housing Choice Voucher payment standards.

A higher FMR can allow a housing authority to set a higher payment standard, potentially expanding the range of units available to voucher holders. A household generally contributes about 30% of its adjusted monthly income, while the housing authority pays a subsidy based on the applicable payment standard and the unit's gross rent. Voucher holders can rent some units above the payment standard but generally must pay the additional amount themselves.

Housing Stability IQ cautioned that FMRs are gross-rent benchmarks for defined areas, not current advertised rents, individual household payments or local housing authority payment standards.

Sarasota waiting lists set to open Oct. 13

The Sarasota Housing Authority's Housing Choice Voucher waiting list remained closed as of Monday, Oct. 5. The authority's website says waiting lists for multiple programs will open Oct. 13 but does not specify whether the Housing Choice Voucher program is among them.

William Russell, president and CEO of the Sarasota Housing Authority, has stressed the complexity of the local housing challenge.

"You need a lot of tools in the toolshed to attack this problem," Russell told the Sarasota Herald-Tribune in August, speaking about the federal ROAD to Housing Act rather than the FMR increase specifically.

Authority previously sought relief as rents climbed

The authority has navigated FMR pressure before. In 2022, HUD granted the Sarasota Housing Authority a regulatory waiver allowing it to establish voucher payment standards as high as 120% of Fair Market Rent.

Under the authority's 2026 income limits, $57,050 represents 50% of area median income for a four-person household. Residents seeking updates on the Oct. 13 waiting-list opening can check the Sarasota Housing Authority's applications page.
